From its limited responsibilities to its very name, the Reclamation Board is an anachronism. In the wake of Hurricane Katrina and the realization that California’s Central Valley is the least flood-protected region of the country, SB 1796 (Florez) would have renamed the board as the Central Valley Flood Protection Board; required board members to have technical expertise; and required the board to develop a strategic flood protection plan, review local land-use plans, and recommend changes to those plans to improve flood protection.
